LHammonds
Typically doesn't happen because of things like "work on the oblivion mods" means working on somebody elses mod. :wallbash: Groups usually form naturally when there is a commonly wanted mod to come into existence... :woot: rather than getting together and then figuring out what mod to make. But nonetheless, I wish you well in your endeavor. LHammonds EDIT: Added smilies. :-)
Pronam
It can happen, but it usually happens after a larger mod or a few small mods are completed before they'll move on to hunt and complete requests or create a different sets of mods. These groups are quite rare though. And large ones are even more rare.
David Brasher
You might want to list what modding areas you are most skilled in and what specializations you are looking for in modders needed for your team. It might be a good strategy to come up with a tentative plan for your mod such as, "We are going to build a big dungeon with undead things in it!" or "We are going to make an entirely new suit of heavy armor for crusader-class characters!" BlackerrR
Yeah, you should post what do you plan, or what people need to do and so on, then people will be ready to talk to you.

LHammonds
Typically, for projects to actually see the light of day, the team leader needs to have the skills to do every aspect that the mod requires. This becomes more important the larger the mod. Team members come and go as well as available skills but the leader needs to be able to step in and cover an area that is lacking to ensure the mod will be completed...even if every team member fades away. You also want to make sure you have small deliverables for each team member so you always have contributions rolling in. I made that mistake in the past and had no less than 3 members (over time) work on a plug for a mod and none of them ever delivered anything and I still have nothing to show for it...as if nothing was ever done! If the team does not have a team leader that has the skills to "do it all" then that team needs to find such a leader or stick to very small mods that can be made and released quickly.
