Yea they're cool, but really blockheaded and conservative when it comes to traditional practices. Their society as a whole doesn't leave much room for progress or change. I mean just look at the Telvanni and Redoran (Hlaalu not so much, they are benefitting from the empire). Both of those houses have anti-Empire sentiment. Just my point, even neutrality means they aren't getting involved in a changing civilization where some introduced influences are taking root. As for the dunmer, crap happens I didnt see them comming to the aid of the Bosmer when they were attacked... NUMEROUS TIMES!!! The Empire may not be ur choice but there are alot of races across tamriel that the follow the empire, I dont think vhardenfell would stand a chance when it came down to it.
