New, what do I need?

If there is any way possible, you would be better off getting the game on disc. Amazon.com has the Game of the Year for about $12.00US. Fallout 3 does not need anything from Steam in order to run properly.

As far as mods go, it depends on what you want and what your equipment can handle.

In my opinion, the very best companion mod is Brisa Almodovar http://www.nexusmods.com/fallout3/mods/14448/?

Thanks, I did not think about getting a non steam version but that is a great idea. So your saying I can run this without steam running or needing steam? Would there be any advantage, as far as modding goes, to not use steam?

As for mods on my machine, no problem, running Skyrim fully modded at high frame rates at the moment.

Steam is only a distributor for Fallout 3, much like Walmart, Best Buy, etc. Fallout 3 is a Games for Windows Live game and as such does not now nor has it ever needed Steam.

You will however need to get the Games for Windows Live client and have it installed. It does not have to be active, just installed. Once that is done, it is easily disabled with FOSE, FOMM, NMM, Large Address Aware Enabler or the Games for WIndows Live Disabler mod.

Fallout 3 is a RAM hog and since it can only address 2GB of RAM (unless the Large Address Aware Enabler is used), anything that takes up RAM should be avoided. It also requires a fairly robust Video Card, not an integrated video chip. In most instances it cannot be run with an Intel HD video chip.

Thanks, if I get the steam version will I still have to mess with Games for Windows?

Yes. Do not allow the game to be installed into the default location. Default installation is in the "Program FIles", which places it under the control of the User Access Control. This causes problems when trying to add FOSE, Large Address Aware Enabler and other mods that would change or add to the fallout3.exe.

The Games for Windows Live client is necessary to start the game. It does not have to be enabled, just installed.

Stay away from the other digital distributes - they all put their own DRM on the game making it impossible to run FOSE and a few other things that you will want. Steam is not some evil corporate overlord like some people like to claim. They are a game distributor trying to make a reasonable profit in an industry plagued with blatant piracy. They will work with groups like the script extender people to be sure you can mod the game when you get it from them. The original FO3 disk version was a Microsoft Games for windows live release, and GFWL is still on a lot of the disks you will find. ( It's easy to remove after you get the game installed)

As you already have the Steam version of New Vegas, you know what you are getting when you get FO3 there,

My advice is that pretty much the first thing you should do with your newly installed game is get and run the 'Games For Windows Live Disabler'. Based on personal experience, the only printable thing I can say about G4WL is that the Disabler improved stability immensely.

Another bit of personal advice is to kill the Autosave. Completely. You may dislike having to do manual saves but, again, it makes for a much much stabler game.
