The only thing I can think of is to use LOOT (despite the praise it gets, BOSS is NOT recommended, it's no longer being updated, unlike LOOT) and check to see if things are working with FO3Edit. Also, check to see if the mods need compatibility patches in order to work together. The Large Address Aware Enabler could help too.

1) install every mod you are going to use

2) run loot

3) run FOMM and correct load order and double check for missing dependencies in the archive and data tabs

4) run FO3Edit and verify load order

Go to the FO3 Wanderers Editon description page and scroll down the page to the sample load order. Read the order and adjust yours. Fellout should be arranged the same as the vanilla game.

StreetLights.esm is to be placed between ThePitt and BrokenSteel.

Your load order is not that large that you should be having problems. Make certain that you have downloaded and installed all the required files for your mods. You did not state that you have FOSE, but it is required for a few of your mods.

In spite of what some others have said, LOOT does not order mods for Fallout3 or Fallout: New Vegas correctly. As you can see, it has scrambled your mods. Stick with B.O.S.S.
