Doesn't take long to find a really picturesque spot. For a river shot, you could try going to the various rivers and lakes; there's a nice one near Cheydinhal, IIRC. It is the location described in the Introduction of TES IV: Oblivion Modding for Beginners by dtom. It kinda matches your description but not exactly.
