You installed FOSE into the wrong directory.

Don't install it to your "My Games" folder.

Open your computer, go to drive C, open your "Programs" folder, to "Bethesda Softworks", to "Fallout 3"

Copy all the files in there

Or..

Have you installed Fallout into your Documents?

The game files are there ... uhm ... in "Bibliotheques"???

Think you are wrong.

He's using Windows 7

the location you are directing him to

will just give him fits.

Yep,

so I'd suggest to reinstall the game. Backup your game saves.

Make a clean uninstall with the free Revo Uninstaller

Then install Fallout to:

C:\Games\Fallout 3

Install the latest Patch & FOMM

and install FOSE to

C:\Games\Fallout 3

reboot, run the CCleaner and defragment your hard drive
