Run Speed

Okay, So I have solved so many of my own issues, have played through fallout over 25 times, And feel really dumb having to ask this question since I know the console really well.

I used "setgs fmoverunmult" to increase my run speed. This changes the run speed of your character (and others). Not knowing that it does not take affect right away (some people need to save and load, some people need to just open their pipboy) I went ahead and decided it had not worked. (on another note, this has to be redone every time you play)

I had found another command someone gave on a site that increased the speed and only had to be typed once.

The problem is, after restarting the game, my character was running way to fast (it may be okay for some people, but It was a bit unrealistic to me).

So I used "setgs fmoverumult" and reduced it to 2 (the game default is 4) that way I was bypassing the command i forgot, running STILL faster than game default due to the other command i typed in, but now everyone else was running super slow.

Basically, the problem is, I forgot what the other console command was that changed the speed of movement (it may or may not have needed an actor reference, I cannot recall, I think it did), and I need to know it to make other characters not run like they are in slow motion, Any help would be really really apprecitated.

Thanks in advance
