Resetting a Character?

Is it possible? I didn't see anything in console besides setlevel but that doesn't start you over with spending points, you keep all points spent and perks chosen.

 

Is there a mod?

 

And no starting over isn't in question, I am curious.

player.removeperk PERKID and player.forceav SKILL/STAT AMOUNT will allow you to do it manually for each perk and stat. Other than that, I don't know :/

It work to an extent. I had like Intense training x 5 and it took it off but if I go back I cannot choose a point to place.
