ub3rman123
.7-zip program. It's capable of opening both file types, as well as .zip.
Pronam
Winrar can open all as well, but has an 'annoying' message that you have to buy it whenever you open it (It's fully functional however.), so most choose for 7-zip.
Zamorak990
So I chose 7zip... How do I use it, exactly?
Tirunus
Just download the file and open it up and you have all the files.
Pronam
If installed as normal, you could just double click the files/archives and they'll open up for you. It'll ask a location as where to extract them so you can use the files that were put into them.

ziitch
Get both, actually. I suggest that you use either program for its original intention (7-Zip for .7z, WinRAR for .rar), since sometimes winRAR fails at CRC checking with some 7-Zip files, but that mostly happens with files that don't just use the Roman alphabet.
