I have downloaded the OBSE and The Ring of Console and still cannot get the console to pop up. I'm playing on an HP Pavilion Entertainment PC that runs Vista. (No jokes y'all, I know it bites) Is there anyone that can walk me through ANYTHING that will help? Thanks for your time y'all.

For some obscure reason, Microsoft decided to disable the "~" key whenever an infrared device is attached. As you have an 'entertainment' PC it probably has an IR receiver attached for use with a remote control. The simplest fix is to unplug the IR reciever while you are playing BethSoft games that use the "~" key to access the console.

And if this doesn't work well, you can try Ring of Console or change console key(Require OBSE).

Is OBSE working? Where is the game installed?

The infrared being tied to the tilde key could be your problem, as described above. But I have a completely different reason why the console doesn't work on my Asus notebook: keyboard scan codes.

Try an experiment. Try naming a spell or custom enchanted item in-game. What happens when you try using an apostrophe or a semicolon? Does the correct symbol appear or do you get something completely different?

If you don't get the symbol you expect, then that means Oblivion may not recognize your tilde key as the tilde key. The Ring of Console also won't work because it's looking for the tilde key too. The only recourse then is to reassign which button opens your console.
