The window is always open and if you simple duplicate a cell, the ID will almost always drop right under the cell you duplicated, with the same ID name but added with COPY and a bunch of numbers. Simply rename the ID, double click on that cell (it will "disappear" but really it just moves to the correct alphabetic order but is still selected.) right click to edit the In Game shown name, lighting, music, ownership, flags such as Can Not Fast Travel, Public Place, etc etc. I always duplicate dummy cells. It's just a lot quicker and very handy and does the exact same job. Almost 100% of the time I use, I think, Bruma dummy or Aleswell or whatever.
