Question: how do i get skills over 100 normally. I recently downloaded a level 62 from Saved Games section of mods and I found he has skills over 150 with no enchantments! Is it a mod he used? if it is can anyone please tell me what mod? if not a mod, please tell me how. (to raise skills over 100, not enchantments)

Attributes and skills can be modified with the console (press ` to bring it up). The commands are (don't use the quotes):

"modpcs [skillname] [amount to increase it by - you can use a negative if you like]"

eg "modpcs athletics 10" will increase athletics by 10.

and

"modpca [attributename] [amount to increase it by - same as above]

eg "modpca strength -30" will decrease strength by 30.

Can't happen. The game only lets you train skills up to 100 under normal conditions. There might be an exception if you get a permanent skill bonus (such as the Gray Prince's Training or the Night Mother's Blessing) after your skill is at 100, but I haven't tested it so I can't necessarily say. The save you found was most likely modded to begin with. If you want your skills to pass 100 in a legit manner, enchant some items with fortify attribute, because it's not going to happen through training.

Unless the mod increases the enemy lvl as well I think it will get boring since you become uber while the enemy stays the same. I like a little challenge, if i wanted to be uber i just use my cameleon skills and hack the helpless enemy (that was fun for a while).

Yeah, but does anyone know a mod that i can *train* my skills over 100? without cheating with console?

There are a number of mods which alter the way in which you level. One thing which many of them do, which goes against the vanilla game, is to modify when modifiers are added/ subtracted. In vanilla, any skill/stat modifiers count as part of the 100 max. Most levelling mods apply them afterwards. This means that, for example, if you have Birthsign the Warrior (+10 STR, +10 END) and Grey Prince's Training (+3 Blade, +3 Blunt, +3 Block) :

In vanilla Oblivion your max STR & END are 100, just like any other character, so you just reach max more quickly. Likewise your max Blade, Blunt, and Block are 100, so not only do you reach max more quickly, but you could lose 1 to max level if all three are class skills.

I a levelling mod, your max STR & END are 110 (100 base + 10 from Birthsign). This is explained as someone with a Birthsign being mor capable than someone without, not just getting a faster start. As to Blade, Blunt, and Block, the new max wil be 103, allowing full level progression to occur.

Another popular addition to levelling mods is to change how many skill points to a leve. A lower number means that you level faster, but makes you weaker (fewer stat/ skill bonuses per level that NPCs get). A higher number increases the capabilities of your character relative to the game world, but slows you levelling.

Popular levelling mods include Kobu's Character Advancement System, AF Levelmod, Muert's Simplified Levelling, Seorin's Leveling System, and Xstatic Levelling Mod to name but a few. I've played around with Vehem's edit of Balor's Level System (heavily modified for my own use). Best place to research levelling mods is on the main forums http://www.elderscrolls.com/forums/ .

The Gray Prince's Training and Night Mother's Blessing are permanent Fortifications of skills, not an actual increase in the base value of those skills. For instance, you do not get a level-up from the Gray Prince if your Major skills are Blade, Blunt, and Hand-to-Hand, and the Training does not grant you bonus point increases to your Strength when the level-up eventually occurs.
