Forcing npcs to walk

Hello there, just wanna know if some experienced modder can give me a tip. I want to make these guys walk, in all situations including combat (warning, cuteness ahead):

lowering speed just makes them running like on ice, so not a solution. They must use the walking animation.

Baically i want to create some kind of zombie hordes.

The issue with the above is that then they'll... Ignore combat.

 

You could try a follow/attack package with preferred walking speed, but there are issues with that as well.

 

Perhaps have a look at Draugr? They do run, but a lot less. And then try just lowering the speed as low as you can without causing the ice-skating.

Thanks for fast answers, but yeah ignore combat doesn't work. And Draugrs are completely different than humanoid races. Other skeleton, animations and stuff.

I set the speed to 70%, and they are still showing the ice skating problems.
