Quit the game to the desktop. Do NOT quit to the main menu. Restart the game and create a new game and save it in a new slot, just to see if the problem is in your saved game.

Boy, that was rather quick!

 

Ok, go into your Documents\My Games\Oblivion and delete the oblivion.ini file. Now go to your game folder and copy the oblivion_default.ini and copy it into Documents\My Games\Oblivion\ folder and rename it to oblivion.ini . Restart the game from the launcher. Create a new game again, as above. Does that help?

Then I cannot see what could be causing it. My only suggestion is that you uninstall and reinstall strictly as per Bben's instructions -- remember a normal uninstall does not remove every trace of Oblivion, that's why I suggest Bben's method.
