M48A5
Crash on start up is usually caused by a missing master. In your case it would appear the compatibility patches for your various mods patching PointLookout are causing the crash.
sewerrat13
Whoops, do actually have point lookout. Just missed it when I was typing out the mods list.
BlackRampage
Hold on. You typed your load order by hand? What kind of mod manager are you using? Anyway, does the game start without any mods? If so, start enabling plugins one by one from the top to the bottom and try loading the game each time you activate another plugin until you find the culprit. Some extra pointers: I'd recommend getting the MMM - DC Interiors patch located under Optional Files on the Blackened download page. You're also missing the UUF3P - FWE patch for the Updated Unofficial Fallout 3 patch. It's not essential, but still. Place it right under the last FWE plugin, then place your Blackened patch right below it.
sewerrat13
Using NMM. Deactivated all mods, and the game still wouldn't boot up so I'm guessing somehting is corrupt in the game files. I'm going to do a fresh install and try again.
sewerrat13
Well, guess I should have tried starting the game period before I started modding it. Game will not launch at all on my Windows 8 Rig, tried editing Fallout_Default, and Fallout.ini with recommendations online but no luck.

sewerrat13
Tried that, no luck. Even went so far as to reinstall the game with Microsoft .NET disabled, but still crashes before I can even get to the starting menu.

A post of your equipment specifications would be helpfull.
