So I have an idea for a mod

It's probably just a pipe dream at this point, I mean my experience in modding is minimal, but I was thinking the other day while watching game of thrones, about a mod that focuses more on realism, that is no magic/ daedric artifacts etc. and takes place in a made up world that plays out more like a historical fiction setting than anything, It'd probably have a lot to do with removing objects and creatures from the game, I also thought (if we got permission) that is that we could use the deadly reflex mod to add more depth to the combat. The mod would replace the base game, and now thinking about it wouldn't be that hard to do, all we'd need is a team of dedicated modders to build a new world, villages, dungeons, cities, and perhaps new weapons/ armor meshes. The rest would be as I said, a project of removing files from the vanilla game (if that's even possible, like I said, my experience in modding is minimal, so I don't really know if this is even a realistic goal or not.)

Try Nehrim. It is way less extreme in fantasy items and features a dirty, less magicky world. Not only historical though I'd not even call it "low fantasy", but to me it feels more like that than the original Elder Scrolls setting.

Don't expect perfect quests (some feel a bit amateur-ish, others professional). You'll still a great game with most awesome level design. It's also quite bug-free. :)

In my opinion It's impossible to make project like this. Many tried to create total conversion projects but just a few succeded (I can only think of Nehrim off the top of my head).

If you want to play something like you described, take a look at Kingdom Come: Deliverance. It aims to be historically accurate as much as possible with huge focus on realism. Just wait year maybe year and half until it'll be finished.

Not suitable for a mod, especially not using the creaky 18 year old (and much patched) Gambryo engine used for Oblivion. This idea is more on the order of a completely new game.

Gambrio is also called Netimmerse, Light Speed, And the latest Gambrio 4.0

Bethsoft uses a fork of the engine they have renamed 'Creation Engine' but it is still mostly the same old Gambrio with a few more patches to bring it up to date.
