Simple Mod help

Well I joined here a while ago, when I started modding, and I have hit a bit of a hard place with my mod. I am making a world mod (I choose to do a world mod because I had so many different ideas that I decided to combine them all into one big mod) using vanilla oblivion and SI files to do most of it, though when I learn to actually make my own stuff I will import that as well. Anyway like I was saying, I am having trouble with dialogue; I have made the first major city and programed it's jail, but the guards, which I made from scratch, do not have the "resist arrest" "go to jail" "pay gold" dialogue options and I don't know how to add them into the guard's dialogue, I sorta want to copy and paste the ones from vanilla oblivion. I checked the wiki but it only tells me how to make my own dialogue and I'm a bit confused. I also want to do this with city beggars as well, they do not have the "have a gold, beggar" option either.

 

If anyone could help me out here, I'd be much appreciated!

 

Any tips/advice would also help too, and thank you for your time!

Try TES4Edit. Its like CS, only not so much. It will list your mods, and show conflicts with colored lining. You can copy lines from one mod to another, for a new record or an override. You might be able to copy all the dialogue over to your mod with this tool, without the hassle of the CS.
