Help with a (short) mod loading order

Maybe someone can help me out. I've seen lots of topics on mod load order, but most have a LOT of mods. I am using what I think is a pretty core set of mods without a lot of extras, so maybe this can help others who also want a stable build with the 'top' mods.

I am using Mod Organizer, per this instructional video:

0-9 - All DLC

10 - New Vegas Stutter Remover

11 - NVAC - New Vegas Anti Crash

12 - Yukichigai Unofficial patch - YUP

13 - DUINVx01

14 - Project Nevada (I'm only using core)

15 - The Mod Configuration Menu (I get in game message telling me there is a conflict)

16 - Nevada Skies - Weather Effects (Using ultimate)

17 - Interior Lighting Overhaul

18 - Wasteland Flora Overhaul

19 - NMCs_Texture_Packs_For_New_Vegas

20 - NMCs_Texture_Packs_For_New_Vegas2 (this is the 2-part version, not the larger 3-part version)

21 - Improved LOD Noise Texture

22 - Weapon Retexture Project - WRP

23 - Wasteland Clothing HD V1-2 (Using an older ver, newest would not install with Mod Organizer)

24 - Enhanced Blood Textures for NV

25 - Fallout Character Overhaul 2.3.1

26 - One HUD (complied via FOMM)

27 - Unified HUD (compiled via FOMM)

28 - EVE - Essential Visual Enhancements

29 - Project Nevada - DLC Support

30 - A World of Pain (AWOP)

31 - Perk Every Level

32 - Mobile Truck Base

33 - Mobile Truck Base - Crate

34 - Realistic Weapon Damages - New Vegas

35 - CASM_NV

I run the 4gb EXE with NVSE via Mod Organizer. ENB is installed.

My build is mostly stable (only one CTD over ~20 hours) but there are some issues:

- VATS UI is broken - text is black, no percentages, clearly some sort of UI conflict. All other UI seems to work great.

- I get the error message when going to the pause menu telling me that the MCM has conflicts that can slow down the game.

- Lags when going to PIP, starting to sprint or going to pause menu

- Stuttering during gameplay, usually very mild sometimes more severe. Maybe graphics settings are too high, but I'm not clear on how to properly change them with ENB installed.

-Lots of stuttering in some AWOP locations.

I'm especially curious about where to put AWOP in the order, and if my UI and graphics mods are in the correct order.

Thanks in advance for any guidance you can offer! And a special thanks to everyone who has worked to create these amazing mods!

Yes, override is empty. Adding OneHUD and UnifiedHUD through FOMM both create override entries in Mod Organizer, which I then compile to a mod (which is how they show up as individual entries in the mod order).

UIO looks great - and it looks more recent than the video tutorial I used. I'll try it out ASAP! Thanks!
