XSoldier
You lack Patience FOMM is for Fallout 3 only. Don't expect the program to work for New Vegas Until such a mod manager gets released, .esp's and esm's are ordered by date.

So they are pretty useless at this time.
Valasthor
LOST seems to be a sorting tool and Wrye Bash is a really mighty tool and was made for Oblivion and converted by a gifted modder.... Hopefully one of these tools helps you out of your misery.... Both tools are able to change load order..... Good Luck..... shoeshine74
You can also change load order with Oblivion Mod Manager (obmm).Sorry this doesn't apply to fallout. Forgot this isn't a strictly Oblivion forum.
frank lee
Doesn't the load order work from the .ESP's 'date Modified' property? Might be wrong or coincidental but when I was having problems I deleted all the ESP's then unpacked them from their .rar's in the order I wanted them to load. . . And it worked but that may not have been the reason it worked.
TheVampireDante
There is a New Vegas version of FOMM available. Changing load order is as easy as drag and drop. http://www.newvegasnexus.com/downloads/file.php?id=35726 Click and hold on the file you want\need to move, and just move it up or down the load order until you're happy with it's new placement, and let it go.
