batesmotel34
When doing this quest recently I seem to have found a bug that noone else has reported yet as far as I can tell. Apparently my character was so intent on remaining unseen that I failed to notice the door into the Elder Scrolls Library on its bottom level in the tower and instead continued up to the second level of the library and entered through the door at the top of the staircase in the library. I then descended the spiral stairs and sat in the Reader's chair. At that point my character becomes unable to do anything other than look around. Cannot access inventory or any other of the journal tabs, cannot use any spells and cannot leave the chair. After reloading from an earlier save and encoutnering this issue a second time, I decided to check the offical Guide to seee if I had missed something obvious in how I did this. Only then did I notice the comment about the lower level door. Duh! After reloading again I returned to the library using the lower door and this time my character did get the scroll and was able to leave the chair after getting it. Rhydderch Hael
Done it. Read on it. Got a clue. The thing is, is seems as if the monk who is supposed to give you the scroll is alerted to your presence and tries to go hostile. In one instance before everything locked, the monks said "What's that?" as if they had detected me. In every instance, the monk in question equips (but does not draw) a dai-katana for a fight. One other annoying thing was that I also got the annoying quest pop-up dialog noteing how I had sat in the right chair and that they would bring me the scroll as long as I did not talk to any monks (not that I could do that or anything else)..
