As bugs go its not a bad one, you just have to get him out of bed. Door way to right of reception, turn right down corridor, Last door on the left.

 

if he is there, than there is no bug

but from what i read, he could never appear at all!!

and until someone will find his ID, this is a bug that will ruin your chance of doing the NCR main quest.......

did you finish the quest with Benny??

because for me, i killed him, then when i went out of the hotel\casino, the two messengers approached me, and gave me the messages

 

do make sure that you have done this quest and actually finished it

I killed Benny, yes. But there were never messengers approaching me when i exit the building. :|

I'm coming to the concussion there is a bug here, it seems as if you wait for a NPC in its native cell, it goes into a holding pattern. I did the ambassadors quests again and as long I was in the embassy he wouldn't get out of bed no matter what time it was.

That's not too bad because you can just go to his room and he gets up and completes the interview as if he's in the office.

Delivering Sgt Contreras's note to Isaac of the Gun-Runners is much harder. Issac is only available at the reloading bench outside the weapons shack and after waiting 48 (game) hours without him showing up? I want to do business with Contreras and I really don't want to upset the Gun-Runners. Ideas?

issac house is east of the gunrunners compound not in it that part confused me for a bit till i looked it up, so hit gr lace go east a ways one of the houses out that way will be his house, it will be red to enter and he will be annoyed just talk to him and that goes away.

 

he was never at the reloading bench in my game at all, not until i did the note quest then i started seeing him at the bench but never before.

 

is also a rare bug where he can disappear form the game entirely, in which case the best bet is to use the "player.placeatme" cheat with his id code that can be found on the wiki or by searching for him in the geck.
