I guess they could mean Caesars legion, but they're more red than anything afaik, besides i was getting those remarks from the great khans well before i convinced them Caesar was a jerk, a very ballistic-fisted dead jerk.

any ideas?

i think black armored devils could refer to the ncr rangers who are sometimes refered to as having black armor in the game even tho it looks more olive brown to me. ncr has been harassing the khans forever, or it could be refering to the fiends but since they sell all their drugs to the fiends and they all wear black leather armor.

yeah i just recently started noticing the remarks about the ranger veterans black under armor and it clicked, i was getting all excited expecting to see vertibirds starting to zip around but then i did arcade gannons quest.

 

ahh well.
