Every system and every mod users abilities are different. Your max number of mods for a smooth gameplay is probably not my number of mods. Still, the max possible is 255 plugins and master files.

Okay, well I've had at most maybe 180 plugins and it led to a not happy game. Granted there was compatibility problems.

I'm also using Mod Organizer.

Specs:

i7 2600k CPU

R9 290x Twin Frozr GPU

16GB RAM

SSD.

If you at least have some general idea of what you are doing you can have a stable setup with almost any number of mods. it also depends on the kind of mod. For example, 255 mods that only add armor will be no problem whatsoever, obviously.

My setup is stable with 252 esps/esm, some of them merged + espless mods.

A good standard of procedure:

a) keep multiple savegames

b) install one "heavier" mod (meaning adds more than just armor/weapons etc), at a time, play for a while and see if there are problems

c) always always always read the mod's description and faq always always.

d) sometimes it helps reading the papyrus log. helped me find out that a werewolf related mod was causing me crashes. since I only rarely play a werewolf I got rid of it and my game became stable. not gonny lie, the log is pretty crappy though. it will give you lots of harmless warnings and errors so you do need some understanding of it.

That seems fine. I am not too sure about that load order though.

(Sorry in advance if you know most of this already I get these questions a lot so I have a copy paste set up >_<)

Modding is a very finicky and hands on hobby. You really have to gain a knowledge of what works and what doesn't by trial and error.

I started a new play though recently after taking a break from inquisition and I'm currently at 176 plugins and a handful of loose files like texture files that were to small to get into my NMM page. I have that many mods and all my render distances are set at ultra, I've also tweaked shadow and ugrid settings in my .ini plus an ENB and I still get 60 fps and occasionally drop in some problem areas. (Falkreath forest for example)

Before I get started on app's, the number one most people skip and causes most CTD's is a very simple step, reading the mod description page. This may sound trivial but when your trying to go into 100's+ load order reading the compatibility section of mods is ESSENTIAL. This can save you a lot of headaches when modding by knowing ahead of time that your gonna have a problem. Every modder should get into the habit of doing this even if you have a small load order. If there are incompatibilities in some mods you use try doing a little research on Google sometimes people do compatibility patches even for some silly mods, one example I had on this play though I'm using ELFX as my lighting mod and I also use Immersive towns and settlements which drastically changes interior cells of all towns and settlements and even adds new buildings. This caused a problem since ELFX uses the default light sources but those were moved and by doing just a quick search I found that someone had the same problem and they made a patch that not only fixed the problem but added ELFX to the new buildings!

With that lecture out of the way  Now you need to know all the small tricks that make such large load orders stable such as cleaning your master files in TES5Edit (Look up Gopher's video on this in YouTube)(Most mod authors have cleaned all their files by know from what I've noticed so you don't have to worry about those) This one tweak dramatically increases stability but this is just one step I use. You should also use WyreBash even if you use NMM due to fact that the later can create "bashed patches" that consolidate some mods to help them play better together. Next you should you use LOOT, its an updated version BOSS that is significantly better at sorting your load order which is probably the number one cause of most peoples CTD's. That's just a brief description of the three major tools you'll need, now if your using stuff like Auto variants, dual sheath redux, or Skyre/PerMa that gets into reproccer and that's a whole 'nother skeevers nest  If you want me to cover it just let me know.

Now this doesn't even take into consideration the fact that everyone's computer rigs are different but that shouldn't really matter I have a way out of date rig 660 geforce 16 gigs of RAM and a six core AMD and I can do what I described above relatively easily with the right knowledge.

Any mods you can recommend to add or remove or where to put what is welcome.

I've been running anywhere from 160 - 190 mods , my system is an AMD dual core 3 ghz , 4 g ram , AMD 6950 OC and an SSD in a non ENB setup . Now I noticed a number of mods in your list that i am using and not to say I had it running perfectly always but I seem to have gotten to a point where it is now . So my system is pretty weak yet am running quite a number of mods , now how did I manage to do that . Well first thing is go over the mods and look for anything that might be duplicating the effects of an another mod . If I were you would go over exactly all the things TN3D Skyrim Redone does and see if your running anything that duplicates something (maybe Epic Gameplay Overhaul seems likely) it is doing (say that cause it does alot of stuff) and make a choice bout which is better or gives you more , also textures I run 1k - 2 k textures for the enviroment and 2k - 4 k when it comes to characters (armors. clothes , skin textures , etc) and when it comes to enviroment I look for optimized textures , also there are optimized textures for things like snow , rain , leaves falling around Riften that I found made a big diffrence . I did that cause things like snow , rain , leaves are not something you really look at , they jus flitter to the ground and really are not a big part of the visual game .

If your game is a bit unstable the stable cell load is something I would look at . How big have you got your cell load , default is 5 going beyond that increases the load on your machine almost exponentially , making things more unstable . The max I would go for cell load is 7 and jus so you know S.T.E.P recommends you keep it at 5 if you want a stable game. There is a mod that kinda stretches the cell load but is not a true cell load increase , it lets you see more static object , like trees , rocks , windmills , waterfalls from farther away but doesn't load the scripts from those farther away points.

Jus went and did buncha reading , Perkus Maximus is the successor to Skyrim Redone , you dont need both and Epic Gameplay Overhaul is a really big mod , not a good idea to be running 3 overhaul mods , they are going to be stepping all over each other trying to get things done and no doubt crashing your game in trying.

I've gone over and read the descriptions on a few mods your running and can now tell you they are conflicting . My suggestion start over . BigBizKit has the right idea , pick something like 1 big overhaul and read the description (which you haven't done well enough) and build your game around it. In fact that goes for everything . Textures pick a big one then see what you might want to add for things it may not fully have covered , Armors same thing , body mods (and its textures) same thing . And start with S.T.E.P even if you don't use it , there are lots of tricks in there on how to setup a stable game . You've actually got a pretty powerful machine and should be able to get a pretty amazing game going.

Yeah my fps is 40-60 no ENB. I am currently testing GEMfx though. I'll go and read the description pages, it will take awhile but I'll do it. The Epic Game play is for Civil war and Dragon Combat. SkyRe is for Enemy scaling and unleveled placement. But I'll take a look at everything if anyone could give more advice about those mods I'd love it. Also as I said that isnt my Load Order its the list MO put them in for the .txt file.
