A "quest" in Fallout3/NV does not necessarily need to be a real quest as you think about talking to ppl and having to do stuff, it can also be mis-used as a container and control instance for scripts. You could make an "invisible" quest that just keep track about like how many houses a player bought and constantly kicks off your money earning script. You dont need to have that "quest" appear in the players active quests or so, think of it more as a "helper object". It's often easier to abuse a quest to keep track of how many houses a player has and adding events to it than making complicated global scripts that check for inventory items. Depends a bit on what you rather like.
