It depends on what you are looking at of course... I like Anvil, but it would've been better if the harbor was larger. The rest is fine. Chorrol is nice too. The pond, bridges going over the streams, and placement of houses and trees is especially good there; it has an atmosphere to it. Skingrad comes a close second.
