How do I check what folder the mesh needs to be in?

Open the mod file and follow the path to the mesh. Open your Fallout: New Vegas file and follow the path to the mesh. Compare the two paths, they should be the same starting with Data\meshes\

I recommend FNVEdit. Open the mods .esp file (you can deselect all the other files by right clicking on the list and choosing "Select None").

 

Then, you can browse into the mod, then the weapon itself. You should see the path that the .esp expects to use for the mesh.

Now we see that the expected path is \Harkonnen mk1\Harkonnen mk2.nif . Now you can create the folder you need or just edit the file directly to change the path!

I set the path to data\meshes\weapons\Harkonnen mk 1\Harkonnen mk2.nif but it still shows up as an error.

Alternatively, you could fix this guys mod for him and install the mesh however you want, before proceeding to add the mesh itself to a custom weapon. Have you by chance ever added a custom weapon skin to the game, if not I can help, its a rather simplistic process.
