Flickering Grass and Game-Data Access Issues

First off, I hate to burst someones bubble, but I believe that the shadowing on grass settings and self shadows are actually forever bugged and broken. Why? Because if you remember, Bethesda originally made Oblivion to run with Dynamic Light, Dynamic Shadowing, and Dynamic Reflection. You can see it in their E3 release when they first showed the game being played on a PC. However, when they first tested it on the xbox right before releasing, Oblivion was killing the console. The system just could not handle all the effects. So what did they do? They pushed back the release date so that they could strip Oblivion of all the dynamic features due to the performance problem. And they had to do it in a very short time. Evidence can be found in the .ini. There is a setting in the .ini that allows you to enable reflections of your character in the water. In third person you are able to see your entire character shimmering in the water. Same thing with the shadows except that there is not a setting in the .ini that allows you to enable it.

 

If you go to the Oblivion Launcher and enable Ultra High Quality and then go in game and look at the video settings, you will see that "self shadows" and "Shadows on Grass" are still disabled. Why? Probably because they are still buggy. When I enable them, my characters shadow flickers and jumps across the grass, and then stop when I get out into an area without the grass. So it must be an internal problem with Oblivion that can't be fixed. The console version of the game has these features turned completely off. I wonder why.

 

However, the grass flicker I do not know about because I have never seen that before, and I am not able to view the link that you posted showing the problem.
