Not my particular area of expertise, but I have been advised to use FNVEdit instead of TESnip because the latter makes a mess of the resulting file. It was never designed with the Fallout series files in mind and doesn't know about some of the format or record types. Just a word to the wise.

Where would one find instructions on using FNVEdit to do the conversion?

As I said, not my area of expertise. But I would try substituting "FNVEdit" where the tutorial above uses "TESnip", with reference to the "FNVEdit Training Manual" for the equivalent specifics. I found this thread on removing a master file from a mod with FNVEdit just by searching on "tesnip fnvedit".

Also, there are indications that FOMM includes a version of "TESnip" built in (which should be safe as FOMM is specific to the Fallout files), but as I haven't used it I'm not sure.

I have used TESnip in an older version of FOMM (0.12.6) to convert mods from FNV to FO3 and it does work.

Then I would suggest that caveat regarding TESnip ("only use the version included in FOMM") should be included in the referenced tutorial thread. Just my opinion (which I don't feel comfortable adding to that thread myself as I haven't used it or attempted the process).
