It was never designed with the Fallout series files in mind and doesn't know about some of the format or record types. But I would try substituting "FNVEdit" where the tutorial above uses "TESnip", with reference to the "FNVEdit Training Manual" for the equivalent specifics. I found this thread on removing a master file from a mod with FNVEdit just by searching on "tesnip fnvedit".
