Because in game it looks like this: http://www.bilder-space.de/show_img.php?img=96a39b-1292337579.jpg&size=original Pipboy Light is activated, but the gras is still dark. However, I'm a novice modder and my knowledge of how the game engine works isn't amazing, so I could be wrong. Hopefully someone more intelligent on this matter will respond and give a better answer. Each light source that hits an object forces it to be rendered with that light source. But if you really wanted to turn them on do a search for grass in GECK and there is a Vertex Lighting option in the edit screen for each type of grass. I have never used this, and am not sure if it will work. Or if it will melt your GFX card the moment the game loads.
