I've encountered two shops now that appear to be permanently locked: the Imperial Commerce Office in the Imperial City, and the bow shop in Weye (AFK Weye mod). I did a search and found that the Shivering Isles mod was a cause of this type of behavior, but that it's been fixed in the patches. I've got everything patched to the latest version, and have also applied all the relevant UOPs - all before starting the game. I have tracked it down to the "Bonds Big Portable Tent" mod, and tried moving it to the beginning of the load order, but that is not resolving the problem ... I still can't get into the Imperial Commerce Office. When I unloaded all the mods except the Bethesda ones the problem at the Weye bow shop went away and never came back, but I assume that's no guarantee it won't show up elsewhere. My other concern is that in the original (now patched) bug, that was only one symptom ... the other was that items you had picked up would disappear from the game.
