Unable to use mods

I place my mods in the Data folder in oblivion, see them in OBMM and the Oblivion start screen for Data Files, yet whenever I start a game, the mods I downloaded aren't where they should be. They're nowhere in the entire game. Am I doing something wrong? Do I need to take out the textures/meshes/sounds out of their folders and just slap em into a big mess in the data folder?

1. What OS you're using?

2. If your OS is Windows Vista or Windows 7, where did you install the game?

3. What version is your game?

1. Windows 7

2. It's in Program Files(x86)

3. .....Not exactly sure, but I think it's just a vanilla game.

1 & 2: Try to install the game somewhere else, unless if you want to deal with UAC.

3. What I'm asking is not if it is vanilla or modded(well, if you have installed Shivering Isles, it somehow matters, though). I mean, the game version, literally. You can see version number at the corner of the title.

UAC is pretending the files aren't there

Re-install the game to somewhere else

anywheres else

like c:/I hate UAC

and UAC goes away

and your mods appear as they should
