If you complete the Family quest, you'll get a perk that grants you the ability to heal yourself with blood packs, but you don't HAVE to drink blood like a vampire, you just get the option to use them for healing. There is no equivalent of Elder Scrolls vampirism in Fallout, unless you count the Solar Powered/Night Person perks, but that would be quite a stretch.
