sorry guys but today i got this answer from Diegog5

Here are some reasons why I won't share this mod:

 

1: I used someone elses work to do some of the shaders.

 

2: Its not stable, I crashed a dozen times while making the video.

 

3: When I released a beta for Fallout 3 I was banned from gamespy for distributing files that could potentially lead to game piracy (The exe file is needed to be modified but sharing it violates the EULA or End-User License Agreement).

 

4: Since I didn't use fose there was no real way to implement foreign scripts/code in to the game so I used memory readers and screen overlays from a 3rd party program (I have not right to use them).

 

5. I haven't compiled any of the shaders and that would take a lot of my time. I don't play Fallout 3/NV anymore.

 

6. This project was never meant to be released, it just started as a simple project for school but it looked fairly good I just had to show off.

 

7. When I released the beta for Fallout 3 someone else took credit for it and started distributing it. I really hated that.

Wow! what school teaches how to do those things?

 

I wonder if he could go into detail as to the process of creating some what he did? Particularly that third party software he used and the methods for the animated backgrounds and smooth looking grass. Everything else (The water parts and the sharpened textures) were just meh for me.
