Well I know that once upon a time, sundials like that one (maybe not quite as large) were the go-to way for telling the time, by using the shadow the sun casts from the pointy thing. So it seems rather odd to me that of all the town mods there have been made, that none of them put a sundial in the main square of various towns. It seems so simple, but yet nobody ever does it. I think it's time sundials are made a thing in Skyrim. On a side note I think I remember that when the sun wasn't shining bright, (be it night time or simply overcast), that people back then also had candles with markings every inch or so in their homes that counted down the hours via the remaining amount of candle. I unfortunately can't help you with it, since I lack the skill and time to learn said skill, but hopefully some modder will look through and choose it.
