OBSE not working

New PC Oblivion player here. I'm trying to run a bunch of mods to fix issues I had from my PS3 version. The issue is that the OBSE says it needs binkw32 to operate. Oblivion itself works fine but nothing I do seem to satisfy the script extender, which is severely limiting my mods and making my play strategies inviable or impossible. I've tried downloading the file, uninstalling and reinstalling oblivion itself, restarting my computer, scanning my computer for issues, and half a dozen other things but the script extender is attempting to work. Any ideas on the issue?

Here's what I found on Google:

 

Bink32.dll - Missing Binkw32.dll

 

Most of the time, the "procedure entry point" errors involving binkw32.dll are due to running "cracked" versions of games. You may see this error when trying to run a game without the original CD or DVD, something commonly done with illegally downloaded games.

 

OBSE is known to not work with no-cd cracks. The website above also offer an underpowered video card as a less common cause.

 

Resolution:

 

2. Reinstall the game. Since the binkw32.dll error involves a video codec that should have been included inside your game installation, reinstalling the entire game is likely to resolve the problem.

 

3. Upgrade your video card. It's a less common reason, but in some cases, the "procedure entry point _BlinkSetVolume@12" error and others like it are caused by running a game on a computer system with an inferior video graphics card. Upgrading the card to one with more memory and processing power could resolve the problem.

 

Note: Be sure to visit the game designer's website and find out what the minimum video card requirements are for the game you're trying to play. You'll want to make sure you're buying a powerful enough card to play the game.

I couldn't get Oblivion to run after I upgraded from Vista Home Premium 64 to Window 7 Ultimate 64. I'm a stubborn bastard though.

 

Here was my problem as found in the Event Viewer (Default app in Windows):

 

Faulting application path: C:\Program Files (x86)\Bethesda Softworks\Oblivion\Oblivion.exe

Faulting module path: C:\Windows\SysWow64\aac_parser.ax

 

Then I looked at this thread.

 

" Oblivion.exe added to blacklist - Oblivion seems to use DirectShow to play sound, and could cause a flood of ffdshow icons in the systray."

 

"A great example of a common issue is the Oblivion issue; Oblivion uses DirectShow for sound playback, which results in all sorts of problems with FFDshow, which by default doesn't blacklist the program."

 

As the light bulb over my head went on, It dawned on me that this obscure sound related file wasn't going to be missed. I used my DXMan codec tool to quickly find and remove the file plugin aac_parser.ax and then fired up Oblivion again.

 

It works!

 

I hope this solution might help someone else in need.
