Fallout 3 isn't working

No idea where to post this, but if I need to move just let me know.

Just bought fallout 3 after playing a bit of it on Xbox. Decided I wanted some mods. The game crashes whenever I click on new game. People said I should put in a d3d9.dll file into the folder, but when I try and start the game the error,

"The procedure entry point SfmDxGetSwapChainStats could not be located in the dynamic library C:\Program Files

(x86)\Steam\SteamApps\common\Fallout 3\d3d9.dll" is prompted. Any solutions?

I hope I am not late. I have a solution for you. I recently read about the same problem in this blog http://blog.fix4dll.com/how-to-fix-d3dx9_39-dll-is-missing-in-league-of-legends/ . I am sure you will find all answer there. Good luck!
