Custom Race Issue

I recommend you to install Unofficial Oblivion Patch, which adds condition for triggering Valen's dialogue if PC is from custom race.

I've done that, i even tried just playing without choosing any features, but it just shows a body with a floating jaw

You have not installed it correctly. First uninstall the mod -- not just uncheck the esp, remove ALL of the associated folders that you installed -- look at the archive for the folder structure. Once you have done that, open the rar file and drag the 'elves of lineage II' folder to your desktop. Open the folder on the desktop and then open the 'Extras' folder. Decide which body replacer you need from the folder names in 'Extras' and copy the 'Textures' folder from the correct body type to the 'elves of lineage II\Data' folder -- say yes if you are asked to overwrite. Once you have done that, drag the Data folder to your \Oblivion\ game folder (do NOT drag it to \Oblivion\Data\). Enable the esp and you should be good to go.
