A submarine could have been used in the early testing stages of vault development. Life in both might be considered similar.

 

Or

 

Some well-to-do private citizens used, or planned to use, it as their own personal vault.

 

Or

 

It may be a foreign (chinese) sub, dropped into the northern Colorado, for some strategic reason. Maybe launching nukes from within the borders?

I've talked about this before and I still think it's a completely awesome idea :)

 

A broken submarine at the bottom of a lake... would just be a perfect hideout.

 

Maybe it could be some kinda chinese stealth submarine used for gathering intel? Could have a little room with radio panels and stuff for listening in on enemy communications (or in the Courier's case, listening to some Mojave Radio ;))

 

Could have a short quest to get it too.

 

Something like... *ponders for a moment*

 

Mission trigger: Discover Submarine at bottom of some lake

Objective: Gain entrance to Submarine

 

The player enters the submarine, but cannot go past the first chamber as the door needs a password. The corpse of a dead chinese soldier lies on the chamber floor.

Upon searching the body of the chinese soldier, the player finds a holotape. When activating the holotape in the inventory, the next phase of the quest triggers.

 

The holotape is in chinese, and the player cannot decipher it. He needs to find someone that can translate it.

 

Objective: Find someone that can translate the holotape.

 

Doing voices for characters can be a pretty hard task, but I thought of a quite humorous way of doing this. There shouldn't be many people that can speak chinese in the wasteland I imagine, so who do you ask? A robot of course.

 

The person to ask is Primm Slimm.

Dialogue Option: "Hey Slimm, can you translate this for me? It's in chinese."

Primm Slimm just answers by playing a patriotic american tune every time you choose this option. Maybe the national anthem?

 

After trying this dialogue option another pops up if you have a sufficient Science skill

SCIENCE 45: "Run Code 4576, bypass Patriotism Script. Translate this Holotape please."

 

...or a Melee or Unarmed skill :)

MELEE/UNARMED 45:" If you don't start translating soon imma rip your arms off and b****slap you with them 'til you do."

 

After getting Primm Slimm to translate it for you, the holotape reveals the password for the submarine chamber door.

 

Just a short quest but it would at least make you feel like you worked to get it.
