I have had this happen in the Wasteland and in Megaton, but not in interiors or in the opening scenes in Vault 101. I included the ENB FPS counter (white, top left) and one from Fraps (yellow, top right.) The Fraps counter better shows the frame drop: the frame counter freezes with the game, but once the game is unfrozen it shows the counter climbing from a very low (sometimes single digit FPS.) The drops seem to be consistent: the video showed that the drops occurred every time when looking in certain directions. The direction I look in also affects the load time of the Pip-Boy. Additional Rambling:It is not my ENB; this still happens with it disabled via Shift+F12. I suspect it's something in my INI files. This is why I am posting: I want to save a lot of time and effort in case there is an easy/obvious fix to this. It could be HD textures or a mod, but it was only last night that I was down the same road disabling every single mod a few at a time for an unrelated issue. I'm kind of fed up with that and hope that's a last resort.I am pretty confident that my hardware can handle my current graphical settings and mods; I manage to get decent frame rates (60 minimum with ENB) everywhere I've been so far, though admittedly, I haven't progressed too much yet and don't know how my FPS will be in combat. MotoSxorpio
This looks odd: iNumHWThreads=2 iHWThread8=3 iHWThread7=2 iHWThread6=1 iHWThread5=0 iHWThread4=3 iHWThread3=2 iHWThread2=1 iHWThread1=0 iAIThread2HWThread=3 iAIThread1HWThread=1 iRenderingThread2HWThread=2 iRenderingThread1HWThread=0 Somehow the math looks wrong. d181sp1
Aside from iNumHWThreads=2 I don't think i have those even in my .ini file. Are they from a mod or is it something you added for some reason? My rig is pretty similar to yours and I don't get that problem in my game.

My rig is pretty similar to yours and I don't get that problem in my game. It's just something I took from the INI files the author of the ENB I'm using posted. I used it because I was having constant crashes and thought I'd try it out. Turns out the crashes were because I have iNumHWThreads set to 4, not 2. Works for some people, but not for me. Anyway, removing those lines didn't help anything.
M48A5
Your load order is an absolute mess and must be corrected before you can begin troubleshooting. Go to the FO3 Wanderer's Edition mod page and scroll down the page to the sample load order. Or get BOSS to sort your load order: http://boss-developers.github.io/ Mods with multiple plugins should be arranged in the same order as the vanilla game. Compatibility patches must load after the last mod they are patching.

I was using LOOT to sort it for me. I see now that what I once thought was fine does have problems with the patches. eurolite
I found the problem. It was the ENB afterall. It was one of the memory settings, ReduceSystemMemoryUsage. I set it to false and it fixed everything. I also set DisableDriverMemoryManager to false. I don't know if both need to be set to false, but I know that the former for sure is the main problem causer.
MotoSxorpio
You can probably set ReduceSystemMemoryUsage back to true...DisableDriverMemoryManager seems to be a workaround for ATi/AMD gfx cards.
eurolite
You can probably set ReduceSystemMemoryUsage back to true...DisableDriverMemoryManager seems to be a workaround for ATi/AMD gfx cards. No, I can't set it back to true. If I do it will just start the frame drops again. Disabling the memory manager on it's own and leaving system memory usage at the default, enabled, setting does not affect the issue. I was just saying that maybe if I disable the memory usage option without also disabling memory manager, I will still get frame drops. I doubt it, but I'm too lazy and there is no reason for me to test. I don't think memory manager on or off makes a huge difference if it's just a workaround for AMD cards anyway. MotoSxorpio
Something is wrong then. You have anything else that hooks into DX/d3d? Update to latest FNV ENB Binary. ( think it's 0.272 ) You have 8GB Ram, totally adequate CPU, and gpu seems over kill. Is that 980Ti a dual processor gfx? Could be an issue there? (I doubt Boris forks out $$$ just to test his code on SLI let alone dual processor gfx.) And FNV sucks for load ordering. Especially if you go from Skyrim to FNV, then all kinds of things that used to work don't. Load Order and You. <---google that.
