Game crashes when I try to load my save/start a new game

I tried to update Electro-City from v9a to v9b (esp to esm) and now my game seems to be broken. Even when I disable everything except for FalloutNV.esm, I am unable to start a new game. Any idea how I can fix this besides re-installing?

If I revert back to v9a, the game runs fine as long as I run the game after using FNVMasterUpdate.exe.

that sounds like you have found a solution

True, but I would prefer to use the updated version to reduce any chances of crashing. It also doesn't explain why my game crashes even when I have everything disabled.

Why, theres no reason to since using master update effectively makes v9a into v9b.

You need to understand that disabling all your mods doesn't actually disable everything. The files are still in the data folder, they are still overwriting the game files. All Esps and Esms tell the game to do is edit the game world data in some way, but they control nothing over meshes, textures and other resources used by the game.

I didn't want to rely on master update changing all of my esp headers into esm.

I was also under the impression that all the original files were stored inside the .bsa's, but I guess this isn't the case. I am already in the process of reinstalling from scratch, so I guess my problem is solved.

All the original files are stored inside BSAs. By placing anything in your data folder you overwrite those BSAs and possibly change other game data/settings, even without anything activated.

Electro-city won't make it impossible to start another game. It doesn't even modify the game that way. The reason you can't is due to some other game file which has been altered or something you did.

I have discovered that some mods work fine until you save. This is caused by conflicts the game doesn't see until some script is run. You may have been heading for the problem all along and updating the lighting mod was only co-incidental. For example I was using the NV Bounties mod for some time and finally decided to go visit the bounty office. I saved before I went in (thankfully) and then did my business and left. The very next save crashed. Using FNVEdit I discovered that a script in the NV Bounties mod was in conflict with a half dozen other mods I was using. Not being a script officianado, I dumped Bounties and wa-lah, I could save again. In Short ...

Use FNVEdit and check for conflicts. It may not be the lighting mod at all.
