megageeklizzy
I'm going to get this, one way or another. I want to fulfill your request, but I also need to be able to troubleshoot stuff like this, as I'm going to college to be a game designer. I hope I can get it done soon. I haven't even been able to get to that quest yet, unfortunately, as my Skyrim was pretty unstable and I had to rearange my load order, reinstall some stuff, etc. I'll try to get this to you tomorrow, if not tonight. lofgren
The alias script that operates the Bloodskal blade registers for an animation event that only fires for greatswords, so if you change the animation type it will no longer work. You'll have to register for an animation event that fires for battleaxes.

megageeklizzy
After quite a bit of testing, I have decided that the problem is either a mod I'm using or maybe a bug with vanilla Skyrim. The Bloodskal Blade that is found during the related quest doesn't even have the enchantment working. I have no idea why. I'm going to try to fix this for myself and will let you know if I get anywhere, but you might want to just use the other mod that lets you add the Bloodskal enchantment to other weapons. I'm probably not solving this issue any time soon. Sorry. I just don't know what I'm doing well enough to fulfill this request, I guess.

You'll have to edit the alias script that is attached to the Bloodskal object to register for a different animation event. You'll have to find an appropriate animation that fires an event during the battle axe swing. I believe you can find a list of animation events in a text file in animations/0_master in the update.bsa.
megageeklizzy
The vanilla Bloodskal Blade doesn't work for me anymore, though.
