I'd be keen for that too. It's like perfect armor for my character who I haven't been able to find anything suitable for yet.

 

That would be considered redistribution as well. You can try contacting the author and ask if they would be willing to forward it to you, but this particular person is fairly angry with the Oblivion modder community so I'd just give up on it if I were you.

I've been looking around a bit and haven't been able to find this. Anyway, I'm looking for the round compass in this screen.

The third picture, I found the name to be "Battle Princess", but unfortunately it's basically a private mod, one of several great mods that is only (or officially) available at a certain Korean site that's next to impossible to register on, and perhaps even harder to get the requirements needed to download those files - That is, if you're not Korean or not fluent in the Korean language.
