This is "Ivy Armor" and it's available in different versions here on TES Nexus. You can use the search funtion and you will find 6 mods with this armor. Greetings... :)

Looks like the Soul Train area from Nehrim.

 

Edit: looked it up, definitely the Soul Train. You see on on the quest In The Underworld.

You're right, it'S from Speed Buster. It's called "Kisaragi Suit 2" (or "030 MPW Kisaragi Suit 2") I've been looking for it, but didn't found a single download link on the Internet. Unfortunately I can not help you much more than this. :sad:

I know these are some retextures and I've seen the original version is blue, and probably here on tesnexus (I think I saw it a while ago) but I don't know how to find it. Tried 'blue dress' and 'short dress' and even the 15 pages just of 'dress' alone, but no result. So please, Mod Detectives, help :)
