Striker879
Not all of the towers you see in Oblivion have a sigil stone at the top. The tower that has the stone will have a column of fire up the center. The last area will be through doors to the Sigillum Sanguis. If you want more details about the different Oblivion planes and towers here's a UESP Wiki link.

Striker879
Open the console using the tilde (~) key (top left corner of standard keyboards). Enter "CloseCurrentOblivionGate" without the quotation marks. The gate will close and you'll be back outside.
Hickory
The console CloseCurrentOblivionGate will (should) work, but there is a catch: you won't get a sigil stone, fame, or an update to the count of gates you have closed. There is a way around this. While in the console, also type in: modpcfame 1modpcmiscstat 13 1 Those will give you your point of fame and update +1 the count of gates closed. You can also give yourself a sigil stone by using: player.additem xxxxxxxx 1 where xxxxxxxx is the FormID of the appropriate sigil stone -- search UESP. David Brasher
I once had a savegame that got corrupted in this fashion. It had this and other bugs to do with sigil stones and Oblivion gates. The bad mod that caused the problems improperly used an Oblivion gate to teleport the player to an Oblivion worldspace, but then did not have the player get the sigil stone, destroy that worldspace, and reset all the variables.
