Updates for NV are only deliverd via Steam. You claim that you haven't installed. I have Steam. I have GTA 5 on Steam, Steam updates GTA 5. I know how Steam updates games. There was never ever a version of New Vegas released without Steam requirement in no country of this world. But yes the geck website is online again. All legal copies of Fallout New Vegas will try to install Steam if it has not already been installed, and register itself with Steam. Not to mention that the game cannot be run without Steam.
