Scartail quest

Well the description on the topic says it all: when I come back from Bogwater after killing Scartail, with the Argonian Heart in my inventory, Teinavaa doesn't see it, and I can never end the quest.

 

I guess I could use the console to give me the item Teinavaa gives me and finishing the quest, but I'd rather know what exactly the bug is, and get a fix for it, cause I don't know how to create that

Straight from Bogwater to Cheydinhal, with no detours along the way: namely, crashing Allesia Caro's dinner party or becoming the man/woman of Henatier's dreams?

 

I only ask because you are passing by Leyawiin and Bravil on the way back, and both those places have quests which will temporarily deprive you of your inventory. As you may know, things get a bit hinky with certain quest items when they are forcibly removed from you.

And this is the third character I play that has the same problem...

I found the console commands to get rid of the problem(ie removing the heart whith player.removeitem, adding the reward with player.additem and finishing the quest via the console, I don't have the IDs in mind), but that's what I call an "inelegant solution" ...it feels like cheating!
