I don't think so, Being a fan of arcanum I believe no mod could really do it justice. The game is too complicated I think

I would say it's feasible but not without at least a small team dedicated to it, and some aspects of Arcanum (like shields and magic) would be better if done in Oblivion. If one were to be made I'd play it.

Arcanum was about balance between tehnology and magic... So modder would need to create whole magic system for F3/NW and i dont think its possible

Agreed - since Oblivion already has a simple magic system, it would be easier to modify the game to reflect the more magic = less tech, etc." stuff. And there are already a bunch of gun mods out for Oblivion, so about 1/4th of the wok is already done.

I think it can be hard to reproduce the amazing feeling Arcanum has with a first-person oriented engine. I would go for something like NwN instead and build upon their Aurora (and its NwN2 equalivent).

Our friends at Bethesda have the stuff in place with the Creation or even the Embryo engines.

I want to know if an arcanum mod for fallout 3 or fallout new vegas would be feasible

 

That would have to be a battle between firearms and bows and arrows.
