Im pretty sure it is possible, you just need to make a new world apart from tamriel, like the planes or sumthin, and then somehow get teleported there. Doing everything, npcs, scripts, cities, dungeons, you shouldn't really do unless you have atleast a few months to kill, and the knowledge to do it. While you could find some people to help with your mod, most people you find don't know how to script, set up npcs, model, texture, or anything more complicated than placing statics. Those that do know how to do these things, are usually busy with their own projects, or are wary of joining projects that aren't well planned and executed. If you don't have maps roughed out (basic landscaping, painted, roads laid out, exteriors placed), locations planned, and the plot written out (and possible to do with all the many limitations of oblivion) before asking for help, you're usually wasting your time and anyone else who wants to join. Mostly because you'd have to do this before anyone can work on their parts, and any deliberation on these things usually distracts from production.
