Problems with OBSE crashing the game at NPC talk!

If i start a game, I can go anywhere I want, open crates, change my armor, ride a horse kill and loot, shoot spells, get attacked, go to sleep, etc. The ONLY thing I can't do is talk to ANY NPC's. Zero. If I do that the game crashes. I have turned off all of my mods, same thing. I reinstalled the game, same thing. Reinstalled OBSE, same thing. I ran it without OBSE and it worked fine, but I don't get my mods that way. Any suggestions? It worked fine last month, but I took a break for a while and came back to this... :(

Make a note of which OBSE plugins you need and re-download OBSE and the plugins. Now delete the \Oblivion\Data\OBSE\ folder and then reinstall the newly downloaded OBSE (overwriting originals) and plugin files.
