At first I thought that the problem lies in Better Cities - IC Imperial Isle.esp . But removing it or using patch other then OSPS-BC_IC-II_UL-II_Patch doesn't fix it. It's also not Dulan cult and not Ruined Tailed tail since removing them doen't fix anything. And its not basic FCOm since, well, only mod that edit landscape in fcom is OOO and it doesn't touch Imperial Isle

Bash log doesn't show all your plugins. In Bash > Saves tab > right-click on Save file > List Masters

 

To find plugins which could be the culprit use TES4Edit, load all active files, expand a plugin affecting the Imperial Isle (like the Unique Landscapes one) and look for conflicts.

Yeah, but since there are several patches for Unique landscape it kinda become hard to analyze simply conflicts)

ahhh too much hassle mod detective :) this methods is just too much variable and guessing to handle

I think you should install one by one start from scratch, with tools Oblivion Mod Manager

because that manager can turn ON/OFF any mod without replacing any other

so from there you can search the culprit for sure..... one by one, and can go back easily without breaking Data folder structure
